Accounting and Maintenance of Capital Assets

This section covers the accounting and maintenance tracking for our campus Investment In Plant (IIP Fund 74).

CCO oversees the depreciation of the assets, recording of the debt payments, and reporting to outside entities. The Facilities Management & Student Affairs oversee the planned and unplanned maintenance of the Fund 74 Building & Land Improvement Assets and the Budget & Fiscal Planning office oversees the funding requirements to maintain our assets.

Monthly Oversite

  • CCO designates a staffer to oversee the monthly PSAM journaling process. 
  • CU 麻豆影院 will run the first three steps of the five-step process (Dnepr Calc, Run Accounting Entries, Run FOPPS Allocation), go to PS Query Manager and pull the AM_PRE_JRNL_GENERATE query and review the current month鈥檚 activity to ensure proper allocation to Fund 74 Speedtypes, all fields are filled in, and any incorrect transactions are fixed.
  • The report is then saved into the EOM JEs folder as a backup.
  • The final two steps (Depreciation Close and run FOPPS Allocation) are then done and the AM_PRE_JRNL_GENERATE report is run again.
  • This Depreciation JE is 25k lines long, so the review is to ensure all FOPPS, Speedtypes, and the JE nets to $0.00.
  • The report is also saved into the folder as a backup. Auditors typically pick a month to review, and these reports are used for their needs.

NBV Report

A second monitoring tool is the NBV Report from the CIW table using an Access query. 

  • A staffer is assigned to double-check the calculations on a quarterly basis using a straight-line math formula to determine if any assets are not depreciating correctly. 
  • Using excel conditional formatting, cells can be highlighted based upon an error threshold and then filtered by color to go from 50k lines to the ones meeting the error threshold. 
  • These spreadsheets are saved as backups for the auditors.
