Two times this week, Michael Ryan McVoy was seen on campus displaying suspicious behavior. On Thursday, Dec. 12, McVoy was outside of the Henderson Museum. He approached two female students and asked them questions that did not make sense. On Dec. 13, McVoy was on a BuffBus, staring at two female students. He then grabbed one of the students on her leg and made comments that did not make sense.

McVoy is currently excluded from the CU �鶹ӰԺ campus due to previous actions. He is possibly facing physical harassment and trespassing charges for violating the exclusion. If you see McVoy, please call CU �鶹ӰԺ Police at 303-492-6666 or 911.

On Friday, Oct. 11, 2019, the CU �鶹ӰԺ Police Department was notified that the suspect in Sunday’s racist video incident in the Engineering Center, was in the library in the Benson Earth Sciences building. Shortly after, officers arrested and booked her into the �鶹ӰԺ County Jail on one misdemeanor charge of harassment. She was also served with an exclusion notice from the CU �鶹ӰԺ campus. Krajacic, 33, is not affiliated with the campus.

“I want to thank the CU �鶹ӰԺ community for the tips they provided as we searched for Ms. Krajacic,” said CUPD Chief Doreen Jokerst.

Under Colorado law, a person commits harassment if, with intent to harass or alarm another person, directs obscene language or makes an obscene gesture to or at another person in a public place. Harassment moves from a class 3 misdemeanor to a class 1 misdemeanor if the offender commits harassment with the intent to intimidate because of the other person’s actual or perceived race or color.

The CU Police Department needs your help in locating 32-year-old Leonard Floyd Grim. On Oct. 8, 2019, Grim trespassed in a restricted area of Farrand Hall on the CU �鶹ӰԺ campus. He is not affiliated with the university and was in an area of the residence hall requiring resident keycard access.

He is described as a white male, 5’11” tall, between 155 and 170 pounds with blond hair and blue eyes. He is known to drive a blue, 2004 Acura 4-door car with California license plate 5PZW794.

Oct. 8, 2019 - The �鶹ӰԺ Police Department has identified the suspect in a racist video that was posted to Twitter on Sunday. Thanks to community tips and body-worn camera video from prior interactions with the suspect, CUPD has identified her as 33-year-old Rebekah Krajacic. In a video posted to social media, Krajacic is seen making racist comments toward students in the Engineering Center.

CUPD officers found Krajacic camping on campus last month, in violation of CU policy. Krajacic is not affiliated with the CU �鶹ӰԺ campus.

CUPD has received reports that other people on campus have had negative interactions with her. If you have had an interaction with her that you feel should be reported, please contact CUPD at 303-492-6666. Officers continue to try to locate Krajacic. If you see her on campus or know of her whereabouts, please call 303-492-6666 or 911.

Oct. 7, 2019 - The �鶹ӰԺ Police Department is investigating an incident that occurred yesterday in the Engineering Center on the CU �鶹ӰԺ campus. In a video posted to social media, a woman is seen making racist comments toward students. We would like your help in locating her because police consider her a person of interest in this case.

She is a white female, approximately 5’3” to 5’5” tall and 130 to 140 pounds, with short blond hair. We do not believe that she is affiliated with CU �鶹ӰԺ. CUPD officers believe she is the same woman they found camping on campus last month, in violation of CU policy. On Saturday, Oct. 5, 2019, at approximately 5:30 p.m., the CU �鶹ӰԺ Police Department (“CUPD”) was notified of an unlawful sexual contact incident that occurred a short time earlier outside of a gate on the north end of Folsom Field. The victim reported that two men approached her. Each man grabbed one of her arms and took her to a secluded area nearby. They touched her breasts and buttocks over her clothes before she was able to get away.

The suspects are described as:

White male, tall, possibly over 6 feet. He has a thin build with spiky hair that may have been highlighted. He was wearing a blue, short-sleeved t-shirt with white lettering across the chest.
Hispanic male, tall, possibly over 6 feet. He has a thin build with stubble on his face.

The police departments that patrol all four University of Colorado campuses have signed a pledge to participate in the International Association of Chiefs of Police’s (IACP) One Mind Campaign. This includes the CU �鶹ӰԺ, University of Colorado Colorado Springs, and Anschutz Medical Campus police departments, as well as the Auraria Police Department, which provides police services for the CU Denver campus. The campaign requires police departments to complete certain steps that aim for successful interactions between police officers and persons affected by mental illness.

“We all know how important it is for our officers to understand how to help people we encounter who may be dealing with mental illness,” said CU �鶹ӰԺ Police Chief Doreen Jokerst. “By completing this program, we are committing to provide the best service to our community.”

To complete the One Mind Campaign, police departments must pledge to implement the following steps:

Establish a sustainable partnership with one or more community mental health organization(s)
Develop and implement a policy addressing police response to persons affected by mental illness
Train and certify all of the agency’s sworn officers in mental health first aid or other equivalent mental health awareness program
Provide Crisis Intervention Team training to a minimum of 20 percent of the agency's sworn officers

“UCCS Police believes the One Mind Campaign will help our department to better understand the complexities of mental health calls for service,” said Marc Pino, chief of the University of Colorado Colorado Springs Police Department. “We are excited by this partnership to better respond to our community.”

Randy Repola, police chief at the Anschutz Medical Campus added that both sworn police officers and civilian staff will receive the training.

“Partnering with community mental health efforts is consistent with our campus’ priority to escalate work in mental health and wellness,” he said. “We are acutely aware of the need for trained officers who are prepared to interact with persons experiencing mental health crisis in our community.”

Chief Michael Phibbs of the Auraria Higher Education Center believes that “Understanding the difference between mental health issues and simple criminal behavior is critical to policing in urban environments. The One Mind Campaign will move law enforcement agencies in a positive direction to better serve all members of their community.”

Under the One Mind Campaign guidelines, law enforcement agencies have 12 to 36 months to implement the four practices.

On Saturday, Aug. 24, 2019, at approximately 10:35 p.m., the CU �鶹ӰԺ Police Department (“CUPD”) was notified of a report of an unlawful sexual contact that occurred at the Welcomefest concert on Business Field. The victim indicated that a man approached her from behind, grabbed her by the waist and pulled her into his pelvic region. The suspect also allegedly reached up her shirt and grabbed her breast before she was able to get away.

The suspect is described as:

Tall male, approximately 6’ 2”
Unknown skin or hair color
Muscular
Not wearing a shirt

CUPD is currently investigating the incident. It is possible that there may have been other victims of similar crimes. The �鶹ӰԺ Police Department has implemented body-worn cameras for its police officers. Officers will be recording both audio and visual law enforcement interactions between themselves and citizens. Officers are expected to turn on the cameras in most interactions with the public.

In recent years, police departments across the country have found benefit in officers using the equipment to augment their reports and testimony of certain incidents. Additionally, the cameras will enable CUPD administrators to conduct periodic reviews of officer-citizen contacts to ensure high levels of service. CUPD will join the �鶹ӰԺ Police Department and several other law enforcement agencies across the county in deploying the cameras.

“Body-worn cameras are an important tool for our officers and our community,” said CU �鶹ӰԺ Chief of Police Doreen Jokerst. “The use of these cameras strengthens both transparency and accountability for our officers. And it can also de-escalate intense situations to better ensure safety of the public and our officers.”

In recent months, the department has been diligent in searching for a vendor, hiring data management personnel and writing an effective policy. CUPD sought input from the CU �鶹ӰԺ Office of Institutional Equity and Compliance, University Legal Counsel, �鶹ӰԺ County District Attorney’s Office and American Civil Liberties Union.

“Chief Jokerst and the CU Bolder Police Department have proven that when police departments are genuinely committed to promoting police transparency and accountability and protecting privacy, they can craft exceptional police body camera policies that serve the needs of all stakeholders,” said Chad Marlow, ACLU senior advocacy and policy counsel. “The ACLU is pleased to have been able to work with the CUPD to develop a policy that respects everyone’s rights and holds them accountable.”

�鶹ӰԺ County Assistant District Attorney Kenneth Kupfner added, “The District Attorney’s Office appreciates the opportunity to work collaboratively with CUPD on its body-worn camera policy. The result of this collaborative effort is a policy that balances privacy rights with the needs of the criminal justice system.”

Earlier this evening, Norlin Library Security reported that a man exposed himself to a female employee. The employee reported that she was in the basement when she noticed a man standing near the women’s restroom. When she exited the restroom, the man exposed himself to her. When she turned to run away, he attempted to stop her, although he never touched her.

The suspect is described as a black male, 5 feet 9 inches and 5 feet 10 inches tall, average build, in his mid-20s, with short hair and no facial hair. He was wearing a tan jacket.

Earlier this evening, CU �鶹ӰԺ Police responded to CU �鶹ӰԺ South on a report of man who had exposed himself to a 7-year-old girl. This is the undeveloped land owned by CU �鶹ӰԺ that is approximately two miles southeast of Main Campus, near U.S. 36 and Table Mesa.

A mother and her daughter were on a trail on the property when the daughter rounded a bend before her mom. There, the daughter saw a man who turned towards her and lowered his shorts and lifted his shirt. The man was inappropriately touching himself. When the daughter quickly turned around to go back to her mom, the man ran southwest towards the nearby neighborhood.

The man is described as:

White male, 20-30 years of age
No facial hair
Shorter hair of unknown color
Thin build
Wearing a white t-shirt with blue writing on front and shorts.
